CANY Calls for Investigation at Bare Hill Correctional Facility Following Reports of Abuse

CANY has released a report calling for an investigation into allegations of abuse at Bare Hill Correctional Facility in Malone, New York. CANY released similar reports on monitoring at Great Meadow, Clinton, Downstate, Bedford Hills, and Sing Sing Correctional Facilities.

CANY’s monitoring at Bare Hill identified extensive evidence of abusive staff behavior and an environment of fear rooted in incarcerated people’s reports of systematic – and often racialized – physical and verbal abuse, poor treatment, and retaliation. One person explained: “Those staff…will break you. They’re hands-on up here. They do whatever they want everywhere.”

Based on the high number of allegations of abuse reported to CANY during the monitoring visit (57.7% of respondents reported some form of abuse), CANY recommends that the Department of Corrections and Community Supervision's (DOCCS) Office of Special Investigations (OSI) and the New York State Inspector General conduct an in-depth investigation into staff behavior at Bare Hill. In the written response to this report, DOCCS confirmed that OSI has opened an investigation into CANY’s reports of misconduct at Bare Hill.
