New Data Offers Latest Insights on Incarcerated Population, Deaths in Custody, Self-Harm, Mental Health Caseloads, and Staffing Levels
New York, NY – The Correctional Association of New York (CANY) today announced comprehensive updates across its public dashboards tracking data related to New York State Department of Corrections and Community Supervision (DOCCS) facilities. The updates incorporate the latest available data across multiple metrics, including Under Custody data through July 2026, Deaths in Custody through July 2026 (plus expanded historical data from 2010–2020), DOCCS Staffing data through April 2026, Self-Harm Incidents and Suicide Attempts through February 2026, Deaths by Suicide through the end of 2025, and OMH Caseload and Program Census data through May 2026.
Key Findings Include:
Mortality rates per 1,000 incarcerated individuals rose by nearly 100% from 2010 to 2025 (increasing from 2.06 to 3.95). The updated dashboard, which now incorporates ten additional years of historical data, also indicates that deaths in custody through July 2026 are trending 38% higher than the previous five-year average.
Deaths by suicide fell significantly in 2025 following a peak in 2024. Suicides declined by 32% (from 25 to 17 deaths). Of the suicides recorded in 2025, 53% (9 of 17) occurred in general population housing, while 29% (5 of 17) occurred in disciplinary housing units.
Facility closures drive regional population shifts. Following the closure of Bare Hill Correctional Facility and consolidation of Collins Correctional Facility, neighboring facilities saw year-over-year population increases between July 2025 and July 2026—most notably at Franklin (+59%) and Lakeview (+55%).
Staffing vacancy rates decreased slightly statewide, dropping from 26% to 25%. Reductions in vacant positions were especially concentrated in facilities adjacent to closed sites. Franklin Correctional Facility experienced a 65% drop in its vacancy rate (falling from 26% to 9%), suggested that staff were reassigned following the closure of Bare Hill.
Mental health caseload and program census dashboards updated to maintain ongoing baseline transparency. The dashboards incorporate eight additional months of OMH caseload and program census data (September 2025 through May 2026).
