
The Correctional Association of New York (CANY) provides independent oversight of prisons to promote transparency and accountability.
Included in this dataset: This dashboard presents statistical data compiled by the New York State Office of Mental Health (OMH) on the number of individuals receiving psychiatric services while incarcerated in Department of Corrections and Community Supervision (DOCCS) facilities. It includes monthly data starting in January 2022 from two OMH sources.
The Facility Caseload Census, which counts individuals on the OMH mental health caseload. The Program Census, which includes individuals housed in specialized mental health units, such as Behavioral Health Units (BHU), Intermediate Care Programs (ICP), and the Residential Mental Health Unit (RMHU)
The Prescribed Medication field reflects only psychiatric medications prescribed by OMH psychiatrists. It does not include medications prescribed by DOCCS medical staff or any non-psychiatric medications.
How this data is generated: Facility staff report caseload and program census numbers monthly to the Central New York Psychiatric Center (CNYPC), which aggregates and compiles the data for OMH. All individuals listed in the Program Census are also on the OMH mental health caseload.
Limitations and guidelines for use: Medication data should not be used to infer the total volume of treatment provided. The dashboard excludes medications prescribed by DOCCS providers and non-psychiatric prescriptions. Additionally, these data only reflect individuals formally on the OMH caseload and do not capture those who may receive informal or short-term mental health support.
Why we’re publishing this data: By making this information publicly available, CANY seeks to promote a shared understanding of basic questions regarding the incarcerated OMH population in New York State: What percentage of the DOCCS population is on the OMH caseload? What is the medication status of incarcerated individuals in the state? What are the designations of those on the OMH caseload? What is the population of incarcerated individuals in OMH programs? And how have these changed over time?
