Reassessing Solitary Confinement
In June of 2012, the Correctional Association submitted written testimony to the Senate Judiciary Committee’s Subcommittee on the Constitution, Civil Rights and Human Rights about New York State’s use of solitary confinement.
Our testimony documents the extensive and expanding abuse of isolated confinement in New York prisons and its devastating impact, particularly on those suffering from mental illness.
It also offers New York as a model for beginning to address the isolation of people with serious mental illness, while documenting the ongoing challenges and limitations of the New York experience.
The CA has been monitoring the high rates of suicide and self-harm in the state prisons for more than a decade and has repeatedly drawn attention to excessively high rates of harm at certain prisons and in specific locations, such as solitary confinement and residential mental health units, to the Department of Corrections and Community Supervision (DOCCS), the Office of Mental Health (OMH) and the legislature in the CA’s reports and legislative testimonies.
